undertaken to rectify this lacuna, the implementation of the Optional Protocol is destined to be a victim of the 'fundamental contradiction' of a system which enshrines human rights in international treaties, but is unwilling to forfeit any real degree of sovereignty by refusing to submit to the jurisdiction of an international human rights court.
