have limited aspirations; an oppressive society where aspiration is quashed; or a listless society where aspiration in citizens is encouraged but not facilitated and non-citizens are an economic necessity. If Britain's two-tier democracy comprised of citizens and non-citizens is unacceptable then we need some solution to the requirements of the capitalist hierarchy.
