I am going to assess the extent to which 'the Royal commission and 1834 Poor Law Amendment Act was a turning point in the provision of the welfare for the poor. To begin with I am going to look at what it was like before 1834.'

and workhouses acted as a deterrent and so self help was encouraged Although, there was still much outdoor relief in the north and so the poor law ammendment act proved inconsitent and unsuited to an increasingly industrial country. When the new Amendment act was applied to the industrial North of England it failed as many people found themselves unemployed, and did not want to enter a workhouse, despite it being the only form of help.
